On one of those cable networks, a representative from a top home builder proposed a great gov't incentive for home buyers: give cash incentives to buy down their interest rates to the 3% range; now, this is the kind of incentive that could result in an immediate reversal of the housing market. Incentives are nice, but some builders are providing unique ways to add value for their homeowners.
